From September 2021 the Procurement Policy Note 06/21 (PPN 06/21) will come into force. This requires all suppliers who bid for for government contracts, with a value exceeding £5m, to demonstrate that they are taking action to reduce their carbon emissions, in line with UK 2050 Net Zero targets.
This applies to suppliers to main government, executive agencies and their non-departmental public bodies. Whilst the measures set out in PPN 06/21 will only apply to major government contracts, it signposts the general direction in which the UK government is travelling. This new selection criteria is the latest in the UK government’s efforts to decarbonise the public sector and achieve Net Zero greenhouse gas emissions across the UK economy by 2050.

MEETING THE PPN 06/21 CRITERIA
Carbon Reduction Plan
The carbon reduction plan should be developed using the provided template. The plan should be approved by your organisation’s senior leadership within the 12 months preceding the commencement of the procurement, publicised on your company website, and updated at least annually.
Suppliers may be excluded from applying for government contracts for failing to achieve compliance with the selection criteria, such as failing to make an organisational commitment to reaching Net Zero, disclosing emissions, or showing an evidenced strategy to reduce emissions.
PPN 06/21 Deadline
Suppliers should be prepared to be assessed against the PNN criteria when bidding for contracts advertised on or after 30 September 2021.
As gathering the data required to complete baseline and current emissions can take up to 8-12 weeks (depending on the complexity of supply chains), companies who anticipate bidding for contracts that fall under the PPN 06/21 should start to prepare now.
